I don't know how to fix your Paragon issue. If me, I would remove the scheduled task completely using Paragon's settings menu, then reboot and make sure WP no longer is alerting you to it. Then add it back.
As for email notifications, pretty sure they are enabled by default. But to make sure yours are set, click on Profile > Account Settings, then hover over Modify Profile and select Notifications from the drop down menu. Make sure there is a check next to "Turn notification on when you post or reply to a topic". And below that, set the preference you want. I have mine set to Instantly.
Also, make sure in "Account Settings" you have the correct email address. And finally, check your spam folder to make sure they are not be routed to there.
