The problem with laptops is the electronics generates more heat than the tiny fans in the tiny cases can handle. The problem self-defeats, beginning immediately as the cooling fans draw air in, they also begin distributing a blanket of heat-trapping dust across the heat sensitive devices, fan blades, ducts and vents. With a PC, you pop the side and clean. With a notebook, the best a normal user can do is remove all the slide in devices, access panels, and batteries, and blow out all the dust. Taking it to a shop to have a thorough cleaning by someone who does that all the time is certainly a good option.

You say the fans are spinning - are you sure all fans are spinning? And that they spin full speed when the system is hot?

Further to the comments of Digerati you may wish to look at Speedfan. That program is a handy little utility which will let you know what is going on inside but, unless you are confident in your abilities, use it for monitoring only - changing parameters through Speedfan can be dangerous unless you know what you are doing.

MRMADDOODLE,
I will add that you can also try doing a clean up of the hard drive as the lap top will be working harder the more there is on it I recommend that you clear out your cache folder I recommend you download CCleaner
(Note in CCleaner: go to >options > advanced > Uncheck "Only delete files in Windows Temp folders older than 48 hours").
also scan for Spy/Malware there are a number of programs that you can use for free Malwarebytes' Anti-Malware is one of them that I recommend after running the program you can always post the log file here if needed.
Then after doing that run your derangement program to defrag the system

press Enter then have a Brandy then if the problem is still there have another Brandy
Q: does it work
A: It does seem to for a few hours at least.
