I usually find that either the CD/DVD itself is dirty or the laser lens has collected dust over a period of time. It's always a good idea to have a laser lens cleaner around. It's like any other device, it can collect dust or dirt. If it reads every other pressed disc, and not the burnt disc and it read it before, clean the disk and if still doesn't read it, get a DVD laser lens cleaner. Canned air can be used lightly, but may not provide the same results for cleaning the laser lens.

You can find them at almost any store or pharmacy.

It does not establish that the OP's pc can read those disks. Hence try before you buy
Try before you buy, if possible, is always good advice so I suggest pulling a drive from one of those computers that does work and temporarily install it the computer with problems and see what happens.
