In part from Evolving Windows 10 servicing and quality: the next steps | Windows Experience Blog:

Quote
Next feature release of Windows 10

The next feature update for Windows 10 (known in the Windows Insider Program as 19H2) will be a scoped set of features for select performance improvements, enterprise features and quality enhancements. To deliver these updates in a less disruptive fashion, we will deliver this feature update in a new way, using servicing technology (like the monthly update process) for customers running the May 2019 Update who choose to update to the new release. In other words, anyone running the May 2019 Update and updating to the new release will have a far faster update experience because the update will install like a monthly update.

For consumer or commercial users coming from versions of Windows 10 earlier than the May 2019 Update (version 1903), the process of updating to the new release will be the same as it has been and work in a similar manner to previous Windows 10 feature updates, using the same tools and processes.

As this release is a September-targeted release of Windows, commercial customers using Windows 10 Enterprise and Education editions of version 19H2 will continue to enjoy 30 months of servicing; for more specific information see this blog post.

Next steps

As with all our feature updates, we utilize a multifaceted quality strategy that includes automated and manual testing and leverages the Windows Insider Program to obtain user feedback and data on quality. The next update to Windows 10 will be no different. We will begin releasing 19H2 builds to Windows Insiders in the Slow ring starting today, with new features being offered in future Insider builds as they are ready

Following that announcement is the release of Windows Insider Preview Build 18363.10000 (19H2) Announcing Windows 10 Insider Preview Build 18362.10000 (19H2) | Windows Experience Blog.

In addition to the fixes included in KB4507453 for the May 2019 Update, 19H2 Build 18362.10005 includes changes and improvements.

Windows Insider Preview Build 18362.1006 Released to a subset:  UPDATED: Announcing Windows 10 Insider Preview Build 18362.10005 (19H2) | Windows Experience Blog.

Quote
UPDATE 7/17: Today we have released 19H2 Build 18362.10006 for a subset of Windows Insiders that turns on the features delivered as part of Build 18362.10005 (noted in the below blog post) earlier this week. Please note that Build 18362.10006 is only going out to a subset of Insiders in the Slow ring. That means not everyone in the Slow ring will get this update.

The changes and fixes are those that were announced but not included in the previous release and can be found in the referenced article.

Windows Insider Builds 18362.10012 & 18362.10013 Released:  Announcing Windows 10 Insider Preview Build 18362.10012 & 18362.10013 (19H2) | Windows Experience Blog.

Quote
Today we are releasing 19H2 Build 18362.10012 and Build 18362.10013 to Windows Insiders in the Slow ring. As a reminder, we are testing the ability to ship these updates with features turned off by default so that we can then turn them on via controlled feature rollouts. This helps us gain better feedback on overall build quality. A subset of Insiders in the Slow ring will have features turned off by default, and another subset will have them turned on by default. This means not everyone in the Slow ring will see new features right away:
  •   IF you are on 19H2 Build 18362.10005 – you will receive Build 18362.10012 today with features turned OFF by default. This includes the below mentioned features as well as the features from the previous release.
  •   IF you are on 19H2 Build 18362.10006 – you will receive Build 18362.10013 with features turned ON by default.
If you’re on the Windows 10 May 2019 Update and just joining your PC into the Slow ring to take 19H2 updates, it’ll be a virtual “coin toss” as to whether your PC gets features turned on or turned off.

Testing the throttled delivery approach for 19H2 | Windows Experience Blog:
Quote
Today, we are beginning to test the throttled approach we intend to use to rollout 19H2 to customers with Windows Insiders using the Release Preview ring. This is not the final 19H2 build that we intend to make available via the Release Preview ring once we are closer to launch.

For a small subset of Insiders (around 10%) in the Release Preview ring, we have enabled the “seeker” experience for 19H2. For these Insiders, if they go to Settings > Update & Security > Windows Update, they will see that there is a Windows 10, version 1909 update available. They will be able to choose to download and install this update on their PC. After the update finishes, they will be on 19H2 Build 18363.327.

UPDATE 8/29: We have released 19H1 Build 18362.329 and 19H2 Build 18363.329 to Windows Insiders in the Release Preview ring with the following fixes:
  • We fixed an issue where on devices with LTE capability, some SIM cards from certain carriers would not work correctly.
  • We fixed several issues resulting in bugchecks on some devices.
To offer a clarification on these releases – 19H1 and 19H2 share the same servicing content. That means they share the same Cumulative Update package. For the small subset of Windows Insiders (the 10%) in Release Preview who were given the option to install 19H2, an enablement package is downloaded from Windows Update that turns on the 19H2 features. This *changes* the build number for the OS from 19H1 Build 18362 to 19H2 Build 18363. Because they use the same servicing content, the build revision number (the number that comes after the dot) will always match between 19H1 and 19H2. As we continue to test our servicing packages in the Release Preview ring, Insiders on 19H1 and 19H2 will get a single Cumulative Update with the same fixes.

It won't be long now.

UPDATE 10/21: Today, we have released 19H2 Build 18363.418 to Windows Insiders who are on Build 18362.10024 and in the Release Preview ring. If you are on Build 18362.10024 and still in the Slow ring, you will *not* receive this update. You will need to switch to the Release Preview ring as recommended in the below blog post to pick up the final 19H2 build today. If you remain in the Slow ring, you will be updated to 20H1 very shortly. Now’s the time to double-check your Windows Insider Program settings!
