There is a way to disable updates in Windows 10 Home but it isn't recommended.  After you've emptied the Software Distribution folder, it wouldn't hurt to run the Windows Update Troubleshooter (again) as well as DISM from a Cmd prompt as Admin:  DISM.exe /Online /Cleanup-image /Restorehealth.

Also, be sure to get a new copy of the WU Troubleshooter since it was updated Dec 11, 2018.  https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors

Good morning.

All the above done. But I a try for a last time to install the update. Nothing. The computer freezes and becomes nonfunctional.

I believe the Windows group has its head up its butt.

I will never check for updates again! It seems that every computer need specific updates for an older version before be ready for a new one.

As far as I know Microsoft has stopped the 1809 update until further testing is completed. ....
That's been my experience:

10-03-18 - I was having some BSOD problems with version 1809, so I went back to version 1803.

10-09-18 - I clicked on "Check for Updates" The Cumulative update, the Malicious Software Removal Tool, and the Flash Player updates for version 1803 were all downloaded and installed. There was no attempt to reinstall version 1809.

November, December, January, & early February - Got all the updates for version 1803 via "Check for Updates", there was no attempt to install version 1809.....

02-27-18 - I clicked on "Check for Updates". The second Cumulative update (KB44870290) for February installed.

02-28-18 (TODAY) -  I clicked on "Check for Updates". As I type this, Feature update to Windows 10, version 1809 is installing currently at 47%.....

Should I be worried?

The bad news:
At about 79% or 80% everything on the computer froze "not responding".
When I tried to close the unresponsive programs via Task Manager, it froze.
After a forced reboot, it started reinstalling 1809 from the start and again froze at 79%.
I forced another reboot, and immediately downloaded and ran the "MediaCreationTool".

The good news:
The media creation tool installed version 1809 without a hitch.
The software incompatibility problem I had in October appears to be gone.
It took me all morning, but I'm back online :)

IMHO: When it's time for a new version, the MediaCreationTool, is a much better bet than WindowsUpdate.

Curiously, it still hasn't been offered on my 2008 laptop, even though my desktop of the same age is working fine on the latest Insider Build.

I obviously spoke too soon because finally today 1809 was offered on my laptop and just finished installing.  There certainly is a difference in the time from restart to desktop with the current Insider Builds (19H1) expected to be released in the Spring (April?).  Recent builds only take about 20 minutes from restart to desktop whereas it took 1:30 for 1809.
