MY ISP (BT) in the UK is getting onto bed with a company called Phorm.  Phorm were previously known as 121Media, so I'm sure most of you will know what I'm talking about.  BT and Phorm are ostensibly providing a new 'anti-phishing' service, but are actually using 'deep packet inspection' to analyse all web traffic handled by BT so that they can serve 'targetted advertising'.  To me, this is like having all my personal letters opened so that I get more relevant junk mail through the post.  Since this invasive Spyware is happening not on my PC, but via my ISP, short of finding a new ISP, there's nothing I can do about it. 
Opt out is currently via cookie, but its not a true opt out. There's more information here, and in their links:
