Title: Is this page hacked or something else?

This is a question from many teachers here. Do you think that this page is hacked?

It is a webmail page, of a department of the Ministry of Education.

Is there anything we can advise?

No, it is not hacked.  From the "Technical Details" when getting the "Untrusted" notice:

Quotecyearn.pi.ac.cy uses an invalid security certificate. The certificate expired on Tuesday, May 21, 2019 8:00 AM. The current time is Tuesday, May 21, 2019 2:09 PM.

What does that mean? (invalid security certificate and certificate's expiration date)

A website security certificate is part of the HTTPS protocol.  It secures and encrypts data going between the server and the browser. It is issued by a trusted certification authority (CA) who verifies the identity of the owner of a website.  There is a fee for Security Certificates.  Some are renewed automatically, others are not.  Bottom line, the site needs to renew its Security Certificate.
