Windows 10 Version 1903 is continuing to be rolled out slowly. However, Microsoft has released a cumulative update with non-security improvements and fixes for this newly-released version. In addition to addressing a number of issues, the update addresses "Windows Update blocked because of drive reassignment", described in KB 4500988 (https://support.microsoft.com/en-us/help/4500988/windows-update-hold-for-windows-10).
To view the improvements and features, see the following: KB4497935 (OS Build 18362.145) (https://support.microsoft.com/en-us/help/4497935/windows-10-update-kb4497935)
To download and install this update, go to Settings > Update and Security > Windows Update and select Check for updates.
If you are using Windows Update, the latest SSU (KB4498523 (http://"ttps://support.microsoft.com/en-us/help/4498523)) will be offered to you automatically. However, to get the standalone package for the SSU update, go to the Microsoft Update Catalog (http://catalog.update.microsoft.com/v7/site/Search.aspx?q=KB4497935) website.
I just received the 1903 update tonight. I've delayed the reboot that will finish installing it.
I have a magic jack that is connected to my computer via USB. Since the update installed with that USB still connected, do I need to take any kind of additional action before rebooting the machine?
Windows updates continue to stress me out. It seems there is always something likely to go wrong.

I don't see this installed in my history, or offered anywhere on the updates page.
Since you haven't actually installed Version 1903 yet, this doesn't apply to you. Rather, it is for those who have already updated. Just as a precaution, I would disconnect the magic jack.
The update took a couple hours, but all is well. (so far) And the bonus is that I don't have to "unblur" the login screen background. I guess if you already have a background photo selectied, the blur "upgrade" doesn't apply. Yay. I was ready to be annoyed about that. ^_^
Glad the update completed with no issues. As to the blur, it is easy to remove the blur on the logon screen:
- Open Settings.
- Click on Personalization.
- Click on Colors.
- Turn off the Transparency effects toggle switch.
Awesome. The instructions I found to turn it off were a lot more complicated than that.
I have this beauty as my login screen background (my antique rambler rose in its best bloom year) and I want to see that in all it's glory. A blur would have ruined it.
I don't blame you. It is gorgeous!
1903 update has been installed in my old computer, after the same "struggle" as with 1809 update (see here (https://www.landzdown.com/general-software-news-updates-discussions/windows-10-october-2018-update-released/msg200269/#msg200269)). Briefly, the update was starting to install itself, but when reaching to 79% everything on the computer was freeze, needing a shut down from the power button. This happened several times.
Both times (for 1809 and 1903), the problem was resolved by turning off the protection of all the security tools I have installed (Eset, MBAM, MCShield). After doing this, the update got installed normally (took more than a couple of hours).
