I work in a government facility. Previously, I was able to work in a Word document and a program called Ahlta, then I could pull my CAC card out and plug it into another computer in our facility and those same documents and programs would be open just as I left them on the other computer. We had a big update of all computers to Windows 10. Since then, when I move to another computer, all of my icons are present and my desktop is the same, but now I must re-open the documents I was using and log back into programs on the computer (Ahlta). Any idea why this changed? What is this feature called? How can I explain it to our IT people so that they can restore this feature for me.

Show them! And get your manager involved, telling him or her this is affecting your ability to do your job. Get your co-workers to verify the problem. This will show if it is just your profile, or everyone's. Then, if your IT folks have not seen them already, point them to the links provided by Corrine.
