I tried 3161664 again, and I still get the message:
  "This update does not apply to your system".

I don't know what's happen.??

1)  I updated KB3153171.  It worked.
2)  see the results (jpg) below.
3)  I tried the install KB3153199 and I got the answer below:
  "The update does not apply to your system."

1)  During my updates the two updates below showed the message:
"The update does not apply to your system".
3156016 and 3153199

2)  Under your Important list:
The first two (3150220 and 3153171) showed the same id=52059

Other than that, I got all the updates installed!  I didn't use the 3 (hide) at the end.

Just finished updating the six updates (I skipped 3118401).  Thanks so much.

Here are the other two pages.

The page dated 4/12/2016 only has six updates (I put a extra link is at the top 375KB, by mistake).

The page dated 5/10/2016 has 14 total.  It one you don't see is for IE9 for Windows Vista (KB3154070)  size 12.9 MB.

Yes-two failed updates and one I canceled (it wasn't updated.)  Remember I was using Pale Moon browser and that could have been the problem.

Back in 10-29-2016 I printed a several hardcopies of the updates that I need run, if I could my updates to work.  I have seven for 3/8/2016; six for 4/12/2016 and 14 for 5/10/16.

Here is the first one.  Maybe with this list you won't need to do any searching.

Here is a jpg of my Updates (including Vista updates).

On the wu.krelay.de/en/ site I 'disabled the Automatic Updates' or "Never check for updates".

Otherwise, Process Explorer shows that 50% of the CPU time was used for looking 'updates' --  my on language of "burning cycles".

Thanks for all your information. It's alot to understand.

My laptop has 32 bit Vista.
It has IE 9.  I'm using it now.  It shows Javascript is disabled and I don't know how enable it since I use Palemoon.  Can you tell what to do, please.

Earlier I got KB3145739 to install.  After that used to disable automatic Windows Updates.  (Found it on the bleepingcomputer.com)  Now it's burning cycles.

Thank you for your reply.  Here's my attachment showing Service Pack 2. 

When I try to Update Windows  (see attachment) my modem does not talk to Windows Update.  Earlier I sent a attachment showing 50 percent of my CPU cycles go to svchost PID 1104.  It shows under sub-heading Windows Update.

My HP laptop is using Windows Vista, my Norton A/V is up to date, and Pale Moon is browser 26.5.0
The last time my Windows Update worked was on 3/6/2016!!!  I've tried on the last three months but it does not do anything.

On my laptop I have Process Explorer running and you should see 50% CPU is idle and 50% is burning cycles.

I need some help, please!

Hi, blues.

Thanks for your quick response.  I'll check out the guide on their web site.  Do you suggest any special sequence steps?  I plan to remove my current AV, run its cleaner, and install MSE.  Give it a few test drives.  If everything works, then I'll remove the current firewall and  install PrivateFirewall.

My old tower has Windows XP SP3 with Avast version 6 and Sunbelt Personal Firewall.  Avast is 'pushing' version 7 with Google Chrome and the firewall has reached End-of-Life.  I'm leaning toward uninstalling Avast and installing Security Essentials 2.1.1116, but what should I use for a firewall? ... keep using Sunbelt or try PrivateFirewall ...?
