I've seen a couple of threads in the U.S. where people have posted they were contacted by their ISP (verified) that their computer was infected.

Sure, using Snort or other sniffing wares(privacy issues), you can easily cfg a filter for known transfer patterns and protocols such as worm distribution for example. Informing clients of suspected infection isn't quite the same as a mandate from the gov tho IMO. I don't think I want my ISP filtering(spying) my transfer. Perhaps I just tend to overreact a bit when it comes to gov controls. :)
