opera windows problem

i can't get windows to open in the bg in opera, or more than 1 opera window open at one time.
i followed help file instructions: TOOLS, PREFERENCES, ADVANCED, made sure Tiling was off (i'm on ALWAYS MAXIMIZE).
when i hold down CNTRL-SHIFT and click a link - nothing happens.
i've tried various other combos, but nothing seems to work...
-- i'm running 8.5.1, the latest version of opera.

this was one of my older posts. here's what's happened since:
- i discovered, to get new windows to open in opera i had to  DE-SELECT OPEN PAGES IN TABS
(PREFERANCES - GENERAL)...
- that IN ITSELF is a little weird; as far as i can tell, Opera doesn't have "Tabs" (at least the kind that FIREFOX has)
* anyway, now that i did that i have TOO MANY WINDOWS

unlike explorer, firefox et al, if i'm visiting one site, and manually change the URL to take me somewhere else OPERA WON'T CLOSE OUT WINDOW #1.

SO... it's either ONE WINDOW, or TONS!
(if anybody knows a quick way to close ALL the Opera windows, i'd appreciate it...)
