See Designed to be fast - The Outlook on the web user experience gets simpler and more powerful for upcoming changes to Outlook.com and Designed for Simplicity: User experience updates to Outlook for Windows for changes to Office 365.

Note that the changes to Outlook for Windows will not be available with Outlook in Office 2019 for Windows but it appears they will be rolled out to Office 2013 and 2016 at a later date.
