i have one of those.

you wear it on your head, hat-like.
the circular device that houses the 3 nozzles is used to eject mosquito fog. 
you walk around your yard, or neighborhood, killing mosquitoes with the aforementioned fog.

rules of thumb:
1.  immediately after use, 1. remove clothes, no, 1, go inside, then remove clothes, 2. bathe
no, 1, hold breath while mosquito helmet is in use.
2.  don't eat sammiches whilst fogging.  and that goes for iced tea too.

It looks like the helmet I wear when I head-butt my computer for not working properly...although mine has a lot more chips and scratches in it...
