i need help so bad

So my small netbook laptop got infested with viruses. I'm connected to the internet, but it won't let me go online. Because of this, i can't run the anti virus software to fix it. Is there any way i could download new software without the internet and fix this mess? I really need my laptop. Any help would be greatly appreciated!

We will do our best to assist you.  However, in order to do so, please follow all instructions provided in the sequence given.  Do not install/re-install any programs or run any fixes or scanners that you have not been instructed to use.  This may cause conflicts with the tools being used in the cleanup process.   

If you have questions regarding any of the instructions or problems running any tools, please let us know.

You will need access to a computer that has access to the Internet so that you can download the needed tools and transfer them via USB or CD/DVD to the infected laptop.  Please let me know in your next reply if you can do this or will need to go to a friend or family member's home in order to download the necessary tools.
