Could the no known issues mean it is pretty much ready for the next major release?

Correct.  There shouldn't be a lot of big changes going forward, rather fine tuning to get the Windows 10 Fall Creators Update ready for release.

Windows Insider Build 16275 Released to PC in Fast Ring and Build 15245 for Mobile:  Announcing Windows 10 Insider Preview Build 16275 for PC & Build 15245 for Mobile - Windows Experience BlogWindows Experience Blog.

A number of fixed issues, no known issues listed.

The update again includes lots of fixes and no known issues.

Windows Insider Build 16288 Released to Fast Ring only for PC and Build 15250 for Mobile:  Announcing Windows 10 Insider Preview Build 16288 for PC & Build 15250 for Mobile - Windows Experience BlogWindows Experience Blog.

Although this is not the final build, the watermark at the lower right-hand corner of the desktop has disappeared. In addition, the OS reports as "Version 1709", the official version number for the Windows 10 Fall Creators Update release.

If you are getting "An update is being prepared for your device, but it's not quite ready yet. We'll keep trying or you can try again now." when attempting to install Build 16288, a fix has been applied.  It may take until the end of day to get the build (EOD = 5PM Pacific time).  See https://twitter.com/donasarkar/status/907956831988867073

No Builds for Fast Ring or Skip Ahead but with the fixed publishing issues, Build 16288.1 was released to the Slow Ring, although the release is being staggered a bit to optimize.
