You are correct in that they are not US license plates But then I not know any one in the US that would be seen dead driving or being driven in a Lada
and sorry he is driving on the correct side of the road for the country that he is driving in.
But that does not answer the question to what she grabs and so on.

woman in red car makes a U-turn using the 2nd steering wheel, just as another car coming from the opposite direction goes by, and follows the other car back in the direction they came from?

When the woman pulls out the 2nd steering wheel, it triggers a sequence of mechanical changes which results in the car splitting in half down the middle, and becoming 2 separate cars.  Then the woman in her car speeds away, leaving the man in his car, in her dust.
