Candy Floss.

@R-C,
A comb binder punches holes on the edge of a stack of paper.  then a plastic binding is then inserted into the comb binder and a handle is pulled to open the combs. 
The holes in the paper are aligned with the open combs and the handle is released.  This causes the combs to close around the papers and bind them together.
