The update went smoothly but:

It seems like a step in the wrong direction when capabilities are taken away.

Edge was a pretty good epub reader, that's about all I was using it for.

So far:
The  Firefox add-on "EPUBReader" is functional but missing some of the features I liked.

Sumatra lacks an important feature that I need for my "old eyes" problem. Strangely, it has that feature for PDF files.

So far "Calibre E-Book Viewer" looks like something I could learn to like, but on a new book it seems to take a very long time to open.

The update from 1903 to 1909 went very smoothly, timewise... it was comparable in time to a monthly cumulative update, rather than multiple hours that "feature" updates had taken in the past.   

I haven't had a chance to use it yet, to see if anything has changed in functionality.

I had forgotten to install the November security updates on my HP Stream 7 tablet and when I checked today, WU showed that 1909 was available!  This was quite a surprise since it had only recently, finally, been updated to 1903. The HP Stream 7 was released in September 2014, Intel Atom CPU with 1 GB of RAM and 32GB of storage.  Since it only has 32 G (remember when 4 G seemed a lot?), after the November updates were completed, I ran Disk Cleanup.  The update to 1909 was successful.

One thing of note from Feature Update via Windows 10, version 1909 Enablement Package - Describes an update to Windows 10, version 1903 that enables version 1909 functionality.:

Windows 10, versions 1903 and 1909 share a common core operating system with an identical set of system files. Therefore, the new features in Windows 10, version 1909 were included in the latest monthly quality update for Windows 10, version 1903 (released October 8, 2019), but are in an inactive and dormant state. These new features will remain dormant until they are turned on through the “enablement package,” a small, quick-to-install “master switch” that activates the Windows 10, version 1909 features.

As a result, the hard work has been completed and the update essentially turned the inactive/dormant features on.

via Bleeping Computer at Microsoft Starts Forced Feature Updates on Windows 10 1809:

Microsoft says that Windows 10 1909 feature updates will start automatically installing on Windows 10 1809 devices beginning today to smooth out the update process to a more recent Windows 10 version.

"Beginning today, we will slowly start the phased process to automatically initiate a feature update for devices running the October 2018 Update (Windows 10, version 1809) Home and Pro editions, keeping those devices supported and receiving the monthly updates that are critical to device security and ecosystem health," Microsoft says.

"We are starting this rollout process several months in advance of the end of service date to provide adequate time for a smooth update process," the company adds on the Windows 10 Health Dashboard.
