it is a usb-powered chinese finger trick.
(you have seen the non-usb variety - http://www.fakecrap.com/ProductDetails.asp?ProductCode=1024 )

the usb-powered variety is heat activated.  when it senses the warmth of your fingers
(inserted in those holes) it constricts electrically.
there is no removing them from your fingers without powering off the pc or laptop.

great for parties and pranks at work.
