Yes, the Windows 10 May Update has been released!  From How to get the Windows 10 May 2019 Update | Windows Experience Blog:

QuoteHow to get the Windows 10 May 2019 Update

Beginning today, the May 2019 Update is available for customers who would like to install the latest release. If you are ready to install the update, open your Windows Update settings (Settings > Update & Security > Windows Update) and select Check for updates. Once the update appears, you can select Download and install now. (Note: You may not see Download and install now on your device as we are slowly throttling up this availability, while we carefully monitor data and feedback). Once the download is complete and the update is ready to install, we'll notify you so that you can pick the right time to finish the installation and reboot, ensuring the update does not disrupt you. This new 'Download and install now' capability is available for devices running Windows 10, version 1803 or version 1809 that also have the May 21st updates (or later) installed. For more information on the new user update controls and how to get the May 2019 Update, watch this video.

Update:  In order to have the option to "Download and install now", install the latest updates.  See Microsoft Cumulative Update Released for Windows 10 Versions 1803 and 1809

QuoteThe change allows the user to decide when to install a feature update by doing the following:
Open Windows Update settings and select Update, Windows and Security, Windows Update, Check for updates.

But considering what my computer experiences when I "check for updates", I will wait until I will be offered the update. :)

I've had MUCH better luck with the "Media Creation Tool".
Check for updates works fine for the routine patches, but with version updates, I usually have a problem.

BTW: I've checked for updates three times since this was announced. All I got was the latest "cumulative update". In theory, that last patch, will let me decide when to update... We'll see.

The Media Creation Tool is good to do more than one system. Now there is a problem using a USB thumb drive to install the upgrades.

This is what Microsoft says:

https://support.microsoft.com/en-us/help/4500988/windows-update-hold-for-windows-10

"Workaround

To work around this issue, remove all external media, such as USB devices, SD cards and UFS cards, from your computer and restart installation of the Windows 10, version 1903 feature update. The update should then proceed normally.

If you are using a installation media (USB flash drive, DVD, or ISO file) created by a tool to install Windows 10, copy the files on the installation media to your local drive, and then start the installation from the local drive."

In testing the workaround does work. If you have limited space then you will need room for the installation files, Windows.old, the extra 7 GB of reserved space now required. That can eat up a bunch of space quickly.

I believe it is the fact that Win 10 is reassigning drives to setup the new 7GB reserved space and cannot see the difference between the main hard drive or drives and external drives.

The new version 1903 is running fine on the machine I tested with.
