Due to the feedback about some of the unsuccessful attempts to use "Reset this PC", Microsoft has been working on new features to make this process more reliable and faster.  The new feature using the cloud is currently available to Windows Insiders using Preview Build 18970 or newer.  The choice to "Keep my files" or "Remove everything" are included in the new "Reset this PC" feature with the choice to use the cloud or do a local reinstall.

The feature is expected to be available with the 20H1 Spring Update.
